Does meeting minimum requirements guarantee smooth gameplay?

No. Minimum requirements describe a supported starting point. Patches, drivers, laptop power limits, background software and the chosen settings can change real performance.

Is this the same as the “What games can my PC run?” tool?

No. This directory starts with a particular game. The reverse finder starts with your hardware and compares it across many games.

Are the FPS figures measured benchmarks?

No. PCBuildCheck figures are modelled planning ranges. Official requirements are labelled separately and link to their source.
